Hmmm... hadn't thought of that, as I've always thought of US stamps as commemorating historical figures in general. The official site states that "U.S. postage stamps and stationery primarily will feature American or American-related subjects. Other subjects can be considered if the subject had significant impact on American history or culture." It doesn't specify that the subject has to be born in the US.
