I don't know. Revolution 9 seems like it was more organized and less impromptu than Carnival Of Light. Revolution 9 actually seems to have a message of-sorts, whereas Carnival Of Light was just quickly-made, throwaway noise.
Of course, not having heard Carnival Of Light, there's not much I can say about it that isn't purely speculative.
