I don't see why Paul doesn't release it on his own considering it was never meant to be a Beatles' release. That was the explanation George gave when rejecting the Carnival Of Light for the Beatles Anthology. 

 

I think that you are mistaking George's "explanation" for the conflict that surrounded the inclusion of Paul's 'Come And Get It', which was clearly a Paul McCartney song/demo which none of the others were involved in.  It's ironic though because George's 'All Things Must Pass' demo that was included on 'Anthology 3' ...
